Its not very often I say this, but "Well done Bangkok Post"!
In todays edition they expose the scam run by Council officials in Bangkok of fining people for throwing rubbish on the ground. Unfortunately it only seems to be foreigners who are targeted.

Hopefully the Post will tackle police problems next like:
Stopping you for no reason when driving and extorting money out of you
Fining you for riding your bike
Trying to fine you for speeding when their speeding guns aren't working
All of these I've been a victim of.
